A brief diagnostic session is usually included in the first lesson to gauge the learner's Chinese proficiency. However, I also teach people who have zero background, and people who are beginners :) I also tutor the other way around to Chinese speakers who wish to learn English. Similar to my Chinese tutoring, I also tutor English from beginner level all the way to proficiency in grammar.
